Jan Zeber


Head of Policy

Jan leads Bradshaw Advisory's policy practice, having previously worked across Government, think-tanks, academia and the private sector. 

He was previously an adviser to three successive Secretaries of State for Work and Pensions, working primarily on pensions and financial services policy. While at DWP, he has shaped and overseen reform programmes such as the 2023 Mansion House pension reforms, ESG disclosure requirements for pension funds as well as the 2023 Budget measures aimed at tackling economic inactivity.

Prior to his work in Government, Jan was the Deputy Head of the economic policy team at Policy Exchange, a leading think-tank. At Policy Exchange, he has co-authored reports such as 'Modernising the United Kingdom', the blueprint for the Levelling Up agenda, 'The Case for Infrastructure', a contemporary assessment of why Britain is badly in need for greater capital investment and how to achieve it, and 'A Pro-Growth Economic Strategy', a plan for reviving growth after the Covid-19 lockdown.

He has published economic commentary in The Spectator and discussed economic policy on outlets such as Sky News, BBC 5 Live and LBC.

He studied law at the University of Bristol and has a masters degree in public law from the London School of Economics and Political Science where he won the Stanley de Smith Prize for overall best performance. His thesis focused on the law and economics of legal certainty in the context of economic regulation.
