Andrew is an accomplished economist with over 30 years of experience in economic appraisal, cost-benefit analysis and strategic policy advice across UK Government departments.

He has proven expertise in leading multi-billion pound economic analyses and providing analytical oversight in complex policy areas including transport, local economic growth, housing, local government and defence.

Andrew held multiple senior leadership roles in the Government Economic Service, including Deputy Chief Economist at the Department for Transport, Chief Economist at the UK Ministry of Defence and Director of Appraisal at MHCLG.

He is recognised for providing high-quality, independent advice to Ministers and senior stakeholders, and for shaping policy through robust economic analysis.
