Tom Lees
Managing Director
Tom is a recognised expert in policy, thought leadership, reputation management, corporate communications, public affairs and running high-impact campaigns.
After a decade working in corporate communications and public affairs, he was fed up. Fed up of mediocre consultancies, which oversold, were overstretched and simply weren’t delivering what they promised - that’s why he created Bradshaw Advisory.
Previously he was the Global Head of Corporate Affairs at the FTSE 100 sized consultancy and construction company, Mace Group. While he was there the company’s turnover grew from £1.5 to £2bn, and profits rose by 150%. He was influential in helping the company to secure some of the largest projects and programmes and position itself as a trusted expert with government and clients.
Prior to this he worked for a NYSE listed engineering company, for former Secretary of State for Health, Rt Hon Baroness Virginia Bottomley, and the Rt Hon Michael Gove MP when he was Secretary of State for Education.
He has a degree and masters in theoretical physics from University College London.

Amy Tinley
Director
Amy is a Director at Bradshaw Advisory. She has significant experience working across political, industry and charity sectors. She has knowledge of policy and strategy development, project management and operations. She was previously a Special Advisor to the Rt Hon Liam Fox MP, the former Secretary of State for International Trade.
Amy was listed in Management Today’s 35 Women Under 35 list of most successful and impressive female business talent.
She has a masters in war studies from King's College London, and a degree in politics from the University of Exeter.
Gerry McFall
Director
Gerry leads Bradshaw Advisory’s public affairs work.
Gerry has 20 years experience in executive leadership roles based both internationally and in the UK. He has a wealth of experience in public affairs, corporate communications, reputation management, brand development, major events management and high-impact integrated public affairs and media relations campaigns.
He was previously based in Italy as a Director of Communications & Public Affairs for Leonardo - the £18bn Italian defence and aerospace conglomerate. Prior to this, he worked as the Head of Government Relations and Communications for Leonardo UK; Strategy Director for the Scotch Whisky Industry; a political consultant for a well-known public affairs agency; for two Labour MPs as well as working for an influential Westminster based policy think tank.
Gerry understands the importance of dedicating a team of experienced advisors to provide a quality service that is output and outcome focussed - a pivotal reason for joining the Bradshaw team.
He has a degree in politics and a Masters in development studies from the University of Glasgow.
Harry Phinda
Consultant
Harry is a Consultant, supporting Bradshaw Advisory’s clients across a range of industries with their policy, research and public affairs work. Previously he was in the Strategy and Design Team at the Home Office, a Policy and Strategy Advisory at the Civil Service Commission and in the Policy and Communications team at the Department for International Development. Prior to this he worked in parliament.
Harry has an MA in International Studies and Diplomacy from SOAS and a degree in international relations from Middlesex University. He was also on the Queen’s Young Leaders Programme which involved tailored leadership training and education with the University of Cambridge.
Harry is currently a trustee of Tearfund and was previously a trustee of UNICEF UK.
Matt Latham
Consultant Economist
Matt is a Consultant Economist at Bradshaw Advisory following research and analyst positions at the Legatum Institute and Inclusive Boards. At the Legatum Institute he was responsible for their influential ‘Prosperity Index’ that assesses the factors which influence a country’s wealth and prosperity. He worked on the design and development of the UK Prosperity Index, as well as on the maintenance and refreshing of the US and Global Prosperity Indexes.
He has a first class honours degree in economics from the University of Nottingham and a joint masters in economic development and growth from Lund University and Carlos III University of Madrid, where he was the recipient of the university’s thesis excellence award for his work on assessing the long-term impacts of the Sahel famine of the early 1970s.
Blair Gibbs
Associate
Blair Gibbs is public policy professional currently based in Canada and an associate of Bradshaw Advisory. He has a detailed working knowledge of UK government, policy-making and academia, especially within the policing and justice sectors, and in the domain of drug policy. He has over fifteen years experience of quantitative and qualitative analysis across multiple sectors, primarily drugs, policing and justice policy.
He was a Special Advisor to the Prime Minister Rt Hon Boris Johnson MP covering home affairs (security, borders, policing, criminal justice and drug policy). Previously, he was also a Special Advisor in the Ministry of Justice, Head of Crime & Justice at Policy Exchange and Lead Policy Advisor at the Centre for Medical Cannabis.
Steve Hughes
Senior Consultant Economist
Steve is a Senior Consultant Economist at Bradshaw Advisory. He was previously Head of Economic and Social Policy at the influential think tank Policy Exchange, and published reports from increasing savings rates to reducing youth unemployment.
Before Policy Exchange, Steve worked at the Bank of England, where he helped manage the regulatory system that governs cash distribution in the UK. He has also worked as an economist at the British Chambers of Commerce where he advised on tax, international trade and SME finance policy, and in Parliament, where he worked on HM Treasury legislation and policy.
He has a degree in economics from Nottingham University.
Peter Cardwell
Associate Director
Peter Cardwell was appointed by two successive Prime Ministers as Special Adviser to four Cabinet Ministers in four government departments: the Northern Ireland Office; Home Office; Ministry of Housing, Communities & Local Government and the Ministry of Justice.
He is a media expert having previously worked for Good Morning Britain, Sky, the BBC and Newsnight. He also is the author of The Secret Life of Special Advisers.
Chris Walker
Senior Consultant Economist
Chris is an experienced economist and writer specialising in public policy analysis and development. As well as being a Senior Consultant Economist at Bradshaw Advisory he is director and co-founder of independent economics consultancy, Chamberlain Walker Economics, serving clients across the public and private sectors.
Previously, Chris spent two years as Head of Housing, Planning and Urban Policy at the think tank Policy Exchange. Here he led a broad programme of work covering housing supply, the planning system, and affordable housing. He authored a number of publications and his work was covered extensively in the media, including by The Economist.
Before Policy Exchange, Chris was a Senior Economic Adviser in the Government Economic Service. His civil service career spanned 12 years across a number of Departments including HM Treasury. At the Department for Communities and Local Government (DCLG), he directed the affordable housing analytical programme which contributed to a successful £3bn bid in the 2013 Spending Review, as well as the analysis and modelling for the flagship Right to Buy policy.
Paul Chamberlain
Senior Consultant Economist
Paul is a well-respected economist with 20 years experience and was a Senior Civil Servant and Deputy Director of Analytical Services at the Department for Communities and Local Government (DCLG).
He was responsible for housing and local growth analysis, as well as investment appraisal, and led the team responsible for DCLG’s appraisal guidance. He also worked in a number of other policy and analytical roles as a member of the Government Economic Service, covering taxation, housing, planning, local growth and local government issues.
