Shaping heritage-led growth in the West Midlands

Project Story

The West Midlands Combined Authority (WMCA) recognised the untapped potential of the region’s heritage to drive regeneration, inclusive growth, and local identity. They commissioned Bradshaw Advisory and our partner, ChamberlainWalker Economics, to design the first-ever Heritage Framework for a combined authority in the UK.

Our team began by building a robust evidence base, reviewing regional strategies, baseline data, and national policy. Working closely with the WMCA Heritage Taskforce, we carried out over 20 consultations with local authorities, funders, heritage organisations, and sector experts. These insights shaped our understanding of regional ambitions, delivery challenges, and opportunities for investment.

Drawing on best practice case studies from across the UK and internationally, we identified effective models for heritage-led regeneration and created a logic model tailored to the region’s needs. The final framework set out clear strategic priorities, investment opportunities, and a practical roadmap to align heritage development with regeneration, skills, and carbon reduction goals.

Adopted by WMCA in November 2024, the framework now underpins the region’s heritage strategy and makes a compelling case for long-term investment.
